I. Purpose, concept

 

 

 

 

 

 

 

 

 



X. The conditions for signing up any chess player (chess fan) in the World Tourй Тур»

Any chess player and fan may become participant of World Tour if there are necessary conditions to fulfill: 1) Usual annual fee – 10 euro for the adult participant (older than 16 years). 2) The participants of the World Kids (Children) Chess Tour (16 years and younger), World Seniors Chess Tour (50 years and over for Woman and 60 years and over for Men), World Chess Tour for Disabled have pay annual entry fee 5 euro in order to become participant of the correspondent World Tour. 3) If the participant of the World Tour mentioned in the previous p.2 want his results would also counted for World Chess Tour (absolute) and World Women Chess Tour (for female players) than annual fee will be 10 euro. 4) Annual entry fee may be paid by the participant himself (herself) as well as by tournaments organizers (fully or particular), by federation, club, fans etc. and may be counted from different sums paid by mentioned persons or groups (made from different amounts deposited by above-mentioned persons or groups of persons).  
As soon the sum of the several entries will be not less than usual annual fee (5 or 10 euro), the player will become automatically the participant of the correspondent World Chess Tour (or several Tours).

XI.General provisions

World Tour can include both individual and team competitions. According to the decision of organizing committee the separate competitions which have been lead in the Internet, Fisher's chess tournaments (also named Chess 960 or Random Chess), the results of young chess players in simultaneous game sessions with grand masters can be also taken into account.  
According to the decision of the organizing committee some competitions which are held in so called Advances Chess (with legal use of computers chess programs), in Internet (online games) as well as tournaments of the Chess 960 (also called as Random Chess or Fischer Chess) can be included.
There are special regulations for Youth Tour, VIP Tour, Tour for Disabled and Fans Tour; see Part XIII - XVI. The winners of the absolute categories will gain titles of World Chess Tour 2009/10 Absolute Champion and World Chess Tour 2009/10 Absolute Women Champion as well as money or gift prizes. 
The winners of the basic/rating/special/extra categories will gain titles of World Chess Tour 2009/10 Champion in their category as well as money or gift prizes. Inside of the each of basic age/special/extra category a lot of several rating subcategories are planned. The winners of the each one will gain titles (World Chess Tour 2009/10 Champion in age (special, extra) / rating category) as well as money or gift prizes. 
A complete list of tournaments included in the World Chess Tour will be published on the one or the several WCT websites (www.chess-events.org, www.worldchesstour.org, www.worldchesstours.com etc.) and will be periodically updated. Updated players' rankings will be published on the WCT websites and shall appear within a week after one of the WCT events is over.

Current standings and lists of tournament are published on WCT web-sites at least monthly. The players who got maximum points in rating category (also among women, vets, juniors) appear “player of the month”.

The general management of WCT carries out the organization committee (WCT OK). 

Each tournament depending on system of holding out and qualifying level got special code. The test points got in every competition are established under special table (see supplement 1). The same to test points for rating and special categories (see supplement 2).

For each player 10 best are taken into account, among them not more than 5 played in team competitions. 
Prizes for the maximum best results (amount of tournaments not limited), the best performance results and the greatest addition in rating could be established too.

Prizes in the following scored rating are established (current rating FIDE at the moment of the beginning of the season (July 1st 2009) is taken into account; further the player can apply for prizes in this rating category) categories:


The “WCT OC” reserves itself the right to refuse counting a tournament, in case the results appear particularly suspicious. This will avoid pre-arranged tournaments influencing the final players’ rankings. 
In the event of circumstances unforeseen in paragraph IV, the WCT OC shall decide on the matter at hand. The WCT OC decisions are final.


XII.World Chess Week

The World Chess Week is planned as the final stage of the “Tour”. The possible dates for World Chess Week 2009/10 as well the exact format and prize-fund (expected prize fund EUR 1000 000) are being discussed with partners and sponsors interested in it. All relevant information will be published on the “WCT” websites in due time.


XIII.Specific features of the “World Kids Chess Tour”


World Kids Chess Tour can include both individual and team competitions. Under the decision of organizing committee the separate competitions which have been lead in the Internet, tournaments on Fisher's chess (also named Chess 960 or Random Chess), the results of young chess players in sessions of simultaneous game against Grandmasters, International Masters and other Chess Experts can be taken into account

The competitions included in « Juniors World Tour » (Kids categories), can be next kinds:
A. Individual tournaments.
B. Team competitions. 
C. Simultaneous games. 
D. Chess composition - concurs of solutions.

A. Individual tournaments

Detailed tables of test system for personal tournaments are resulted in Sections VI and VII.

B. Team competitions 1. Be shortchanged individual results in command competitions can only; command results are not considered (on results of a season a team or club, whose players appeared the most successful, is awarded with a special prize). 2. Test score will be awarded according to average rating of competition. Tables of test system for command competitions are resulted in the Appendix 2.

C. Simultaneous games.
Tables of test system for sessions of simultaneous game are resulted in the Appendix 3

D. Chess composition: concurs of solutions. The points system here is the same like in Table 2.1 (Part VI).



XIV.Specific features of the “World VIP Chess Tour”

The main task of the VIP Tour is not just only to determinate the strongest chess players under so called VIPs but also to use the high social statute of such persons for the further development and popularizations of the Chess all around the World. 

The following persons may be included into World VIP Chess Tour 2009 in different VIP-called categories: 

A) The politicians of the high international and states levels.
B) The politicians of the high regional level.
C) The experts and well-known masters of schience, culture, literature, musical, education, sport, cinema, show-business etc.
D) Businessmen – owners and top-managers of big companies
E) Businessmen – so called “middle” and “small” business
F) Chess VIPs – World Champions, Ex-World Champions, Challengers for World Champion Title etc.
Some other categories of VIP can be introduced additionally according WCT OC decision.

By World VIP Chess Tour the following performances are taken into account: 

A) The results in the chess competitions:
1) The results in usual tournaments and matches: classical, rapid, speed, blitz. Also the results in some Advanced Chess, Internet, Chess 960 events may be counted according the decision of organizing committee.
2) Special tournaments: so called VIP tournaments, politician tournaments, handicap tournaments etc.
3) Simultaneous games 
4) Show games 
5) Some other possible competitions 

B) Support for organization of chess events, chess organization and players:
1) As a managers (Presidents, Chairman etc.) of international, national, regional chess federations, leagues, unions, clubs, academies etc.;
2) Participation in the organization of chess events – for example as a Chairman of OK etc.
3) Support of chess organizations and players (sponsorship etc.)
4) Creation of schience, cultural, musical, literature, cinemas etc. performances where theme of Chess or Chess Players has important place in the content or conceptually.  

Points system for “VIP-Chess Tour” is to see in Appendix 4.
The results in the events and other performances are counted for the classification of the “VIP-Chess Tour” without limit.

XV. Specific features of the “World Chess Tour for Disabled”


“WCT OC” asks everybody to send information about the results of the disabled persons played by different competitions. 
Final classification will be done in accordance with expert’s opinion.

XVI.Specific features of the “World Chess Fans Tour”


The persons who may to take part in the “World Chess Fans Tour” are relative, friends, colleges, fans of the participants and organizers of the chess events as well the persons who are affiliated to the organization of the events (partners, service etc.)
