“The World Chess Tour 2009/10” (further in the text - “Tour”) is a circuit of chess competitions and events organised by the company “World Chess Tour” (further in the text “WCT”). The “Tour” is intended to consolidate different chess competitions and events all around the world during one-year (12 months) chess season.
Players taking part in these events gain points according to a ranking system devised by the “WCT”.
Once the season is over those players who have got the maximum points are announced to become the champions of the World Chess Tour 2009/10 (also in different age/rating categories) Some of the best players will be entitled to take part in the final tournament named World Chess Week on favourable terms (expected prize fund EUR 100 000 000; for more details see Section XII).
General management of the “Tour” is exercised the Organizing committee.
The main goal of the “Tour” is the maximum democratization of chess life world-wide
a) Every chess player and chess fan regardless of the level, age etc. can take part in the World Series.
b) Every chess competition (event) can become a part of the “Tour”. It will increase considerably the chances to attract new partners and sponsors.
c) Every organization, company, government or municipality will get the extra resources to make valuable contribution to the development and popularization of chess under slogan "Intellect, Culture and Tolerance”.
Thereby, the main tasks of the “World Chess Tour” are the following:
- Further development and popularization of Chess all around the world.
- To increase the significance of Chess as world intelligent sport Nr. 1.
- The intensification of the motivation to study Chess and to take part in Chess tournaments, especially among children and youth, the growth of activity among everyone who loves chess in different countries and regions.
- To provide the possibility to take part in the World Series for those players who can’t go far to participate in the competitions situated in other regions and countries or also who can’t take part in the tournaments over long period of time under the certain circumstances (family, work, study, financial problems etc.).
- The unification of international, national and regional titles, ranks and chess rating categories.
One of the main purposes of the “Tour” is to give a strong motivation for chess experts, amateurs and fans. Like the same systems in different kinds of sports the creation of the world-wide chess tournament system is intended to make Chess more interesting for everyone. Not only famous Grandmasters, but also common chess amateurs will get a chance to become champions in their categories. Also the inclusion of a certain event into the World Series will give a very good chance to organizers of this competition to advertise the event and to attract new partners and sponsors.
The first “Tour” is held during one-year season (12 months).
The events are eligible for the first World Chess Tour if the date of its first round is included in time span from July 1st 2009 until June 30th 2010 (should be finished not later than July 15th 2010).
The final results of the “Tour” will be known until July 31st 2010.
“Tour” includes individual and team events.
Events played at classical, rapid, speed and blitz time-controls will be counted with a different counting’s coefficient.
Classical events are those where a player has at least 90 minutes (regardless of possible time increments) to complete the game. Rapid events are those where a player has at least 15 minutes (regardless of possible time increments) to complete the game. Speed events are those where a player has less than 15 minutes but more than 5 minutes (regardless of possible time increments) to complete the game. Blitz events are those where a player has 5 minutes and less (regardless of possible time increments) to complete the game.
According to the organizing committee’s decision some competitions (briefly “WCT OC”) can be included in “WCT”. Among them there are: so called “Advanced Chess” (with legal use of computers chess programs), games in the Internet (online games) and the tournaments of the “Chess 960” (also called as “Random Chess” or “Fischer Chess”.
The General Standings of the “Tour” shall be determined through the sum of 10 best scores (also for different categories).
1. Maximum 5 best results in the team competitions can be counted.
2. Maximum 3 best results in the other circuit competitions (Grand Prix (grand prize), Tours and etc.) can be counted.
3. Generally only 6 best results from team and circuits competitions can be counted.
A complete list of tournaments included into the World Chess Tour will be published and periodically updated on the WCT websites.
“World Chess Tour” is held in absolute category as well as in the different categories depending on age, gender, rating.

Depending on the geographical location and in accordance with correspondent chess federations’ desires the results of the following local “Tours” may be counted:
A) Continental Chess Tours 2009/10:
European Chess Tour 2009/10, Asian Chess Tour 2009/10, American Chess Tour 2009/10, African Chess Tour 2009/10;
B) National Chess Tours 2009/10;
C) Regional Chess Tours 2009/10.
Also under cooperation with correspondent organizations:
A1) Intercontinental;
B1) Interregional.
Also some other kinds of “Chess Tours” are possible, for example: World Team Chess Tour; World Tour “Chess 960”; World Online Chess Tour; World Tour “Advanced Chess”; World Chess Tours for Arbiters, coaches, journalists, organizers, managers, chess service/workers, World Computers Chess Tour, etc.

The player’s rating distribution goes in accordance with their official FIDE rating on the 1st July 2009. There is only one limitation possible: players with international titles (of IGM, IM, FM, CM) can’t take part in categories below their own title if “WCT OC” will decide on this way. At the same time according to the player’s wish and under certain arrangement with “WCT OC” he/she can participate in categories of higher level. During the whole season players can’t overstep to another category even if their rating has changed considerably (has become higher or lower) and corresponds to other rating category (during the periods of counting to be done by International Chess Federation). So, depending on the result of the chess season in the final classification the player can have a claim to prize-winning place in the category where he was signed up from the beginning.
If the player has no FIDE rating he/she still can take part in the “Tour” on the grounds of his national or regional rating’s value (if it exists), or national (regional) title or rank which is correspondent to common. In the absence thereof these conditions the player will be signed up to lowest rating category (Beginners). But if he will get rating beginning from 1200during the season he can go to higher rating category and stay there till the end of the season.
In age categories of “Youth” and “Seniors” other age subcategories will be established:
Seniors: 75 years and older (1934 year of birth and ealier)
Gentlemen: 1959-1950 years of birth
Ladies: 1969-1960 years of birth
Juniors: Juniors J20 and J18. Girls G20 and G18. Kids: boys - every born year – J16, J15, J14, J13, J12, J11, J10, J9, J8, J7 etc.; girls - G16, G15, G14, G13, G12, G11, G10, G9, G8, G7 etc.
