REGULATIONS OFADMISSION PROCEDURES OF FOREING CITIZENS IN THE RUSSIAN STATE UNIVERSITY OF PHYSICAL EDUCATION, SPORT TOURISM (PSUPEST&T) in 2009

1. General provisions
The present order is created under legislation of Russian Federation, order of Ministry of education and science of Russian Federation № 54 from 24.02.2009, local legal texts of RSUPES&T and admission rules to Federal State Educational Establishment of Higher Professional Education «Russian State University of Physical Education» approved by Scientific Council of PSUPEST&T.
The direct management of the admission organization in RSUPES&T of foreign citizens on all forms of study is carried out by the Chairman of a selection committee of university. All administrative-organizational procedures of admission, education, reeducation and improvement of professional skill of foreign citizens and conducting the documentation on them are exercised by International Affairs Department together with other university divisions.
To foreign citizens in the present Order of admission are carried:
- citizens of another countries (including citizens of states, formed in territory of the former USSR);
- persons having the passports of other states (instead of passports of their states), residence permit in any country or the certificate of the refugee of the United Nations;
- persons without the citizenship, living (looking like on a residence) in territory of Russia;
- persons having a dual citizenship;
- persons constantly living in territory of Russia and having citizenship of other state-participant CIS;
- persons living in territory of the states formed in territory of the former USSR, but not being citizens of these states (except citizens of the Russian Federation).
Education of foreign citizens at university is conducted in Russian language under the programs of the higher professional education, for students of preliminary department - under the program to the basic (full) secondary comprehensive school.

2. Order of acceptance
2.1. Citizens of the foreign states with the exception of citizens of the state-participants of the Agreement on integration deepening in economic and humanitarian areas from March, 29th, 1996 are accepted:
a) According to the international agreements, and also the contracts (agreements) concluded by the Ministry of Education and Science of the Russian Federation with controls by formation of the foreign states and other organizations - within admission estimated figures in a direction of Federal agency of the Ministry of Education and Science of the Russian Federation by education under condition of the coordination of nominees.
b) According to direct contracts (agreements) of citizens or the organizations with RSUPES&T with payment of cost for education on the conditions defined for foreign citizens.
2.2. Citizens of the state-participants of the Agreement on integration deepening in economic and humanitarian areas from March, 29th, 1996 according to the Agreement on granting of the equal rights to citizens of the state-participants of the Agreement on integration deepening in economic and humanitarian areas and the governmental order of the Russian Federation from June, 22nd, 1999 have the same rights, as the Russian citizens in this connection they are accepted:
a) on the places financed at the expense of the federal budget - on the general (competitive) bases;
b) According to direct contracts with RSUPES&T on places within the number established by the license of the right of educational activity conducting, with payment for education on the conditions established for the Russian citizens.
2.3. The persons having a dual citizenship, are accepted:
a) On the places financed at the expense of means of the federal budget within estimated figures of admission on the general (competitive) bases, at a presentation of the Russian passport, the inquiry of Management of federal migratory service on removal from registration as foreign citizen;
b) According to direct contracts (contracts) with RSUPES&T with payment of cost for education on the conditions established for the Russian citizens.
2.4. The persons living abroad become participants of a government program according to the Decree of the President of the Russian Federation №637 from 22.06.2006, can be accepted for study for the places financed at the expense of means of the federal budget within estimated figures of admission on the general (competitive) bases at a presentation of the certificate of the participant of a government program on rendering of assistance to voluntary resettlement in the Russian Federation of compatriots, living abroad.
2.5. The compatriots living abroad, can be accepted for study for the places financed at the expense of the federal budget within estimated figures of admission on the general (competitive) bases at a presentation of the special document (certificate), confirming an accessory to compatriots, according to the Federal law «About a state policy of the Russian Federation concerning compatriots abroad № 99-FZ from May, 24th, 1999.
2.6. The persons constantly living in territory of Russia and having citizenship of other state-participant CIS (except the citizens specified in subparagraph 2.2) are accepted as foreign citizens.
2.7. The foreign citizens who doesn’t speak Russian language are accepted on preliminary faculty of RSUPES&T for education not less than one academic year. Education term on preliminary faculty is 1 academic year, the beginning of education is from September, 01st, the termination is on June, 30th. In exceptional cases for the students who have arrived for the objective reasons with delay entrance examination on Russian is held. According its results the students are accepted on preliminary faculty or the individual schedule of educational process is established. Education in these specified cases is conducted on a contract basis.
2.8. Foreign citizens study on preliminary faculty Russian, mathematics, physics, chemistry, biology, computer science and other subjects depending on a specialty or a direction which they intend to receive.
According to «Requirements to a minimum of the content and preparation level of graduates of faculties and departments of prehigh school education of foreign citizens (the Branch standard), passed by the order of Ministry of education and science of Russian Federation from 08.05.97 № 866, the obligatory minimum of the content and the requirement to training of graduates on a medical and biologic direction includes:
1. Russian language – in volume of 644 hours;
2. Biology – 156 hours;
3. Chemistry – 158 hours;
4. Physics – 114 hours;
5. Mathematics - 108 hours;
6. Sciences - 34 hours.
Discipline imposed by the university (faculty, center), including the compulsory subjects to be chosen by students:
• Theory and methods of Physical Education
• Geography;
• Sports Medicine.
2.9. At the end of the academic year is conducted a final certification. Students who successfully pass the final attestation for the basic (complete) program of secondary school receive a certificate of completion of the preliminary faculty and are accepted as students in RSUPES&T for education in the chosen specialty (area) on a contract basis under the conditions determined for foreign citizens.
2.10. Foreign citizens who do not pass a final attestation at the preliminary faculty are expelled. Foreign citizens studying in the preliminary department on a contract basis can be provided retraining at full cost for retraining at the expense of sending organization, company or personal funds of foreign students.
2.11. Foreign citizens wishing to get an education on bachelor or specialist program must have completed secondary education, equivalent to secondary general or secondary vocational education of Russian Federation.
For education in the master department the persons must have bachelor diploma or specialist diploma in the chosen specialty.
Foreign citizens who want to enter to postgraduate department must have specialist diploma or Master of Science / Arts diploma.
2.12. Foreign citizens willing to study in RSUPES&T have to send to the University the following documents:
• letter to the International Affairs Department in an arbitrary form in Russian or English. In the letter person, willing to study have indicate full name and address of permanent place of residence, home phone number and email address. It is also need to indicate the form of education, level of education, previous place of work and whether he is working now the place of work.
• a copy of the first and second pages of your passport. In case of prolongation of your passport - a copy of the page with the special mark, which needs to be notarized and translated into Russian (the period of your passport validity on the day of entrance to Russia should be not less than 18 months).
• information letter filled in block letters.
• copy of complete secondary education certificate or other document of education notarised and translated into Russian with the indication of the learnt subjects, the total number of hours for each subject and estimations.
All the above mentioned documents should be sent by mail, fax or e-mail in intelligible form. Copies of documents are not returned. Upon arrival in RSUPES&T to enroll in a university applicant must bring with you originals of these documents.
2.13 The documents indispensable for admission of foreign citizens to University:
1. Application addressed to the rector, with indication of speciality.
2. Personal questionnaire,
3. Education certificate:
- To enter preliminary faculty – original of education certificate, copy of education certificate notarised and translated into Russian with the indication of the learnt subjects, the total number of hours for each subject and estimations,
- To enter bachelor department - original of education certificate, a copy of complete secondary education certificate notarised and translated into Russian with the indication of the learnt subjects, the total number of hours for each subject and estimations.
-To obtain specialist degree – original of education certificate, a copy of complete secondary education certificate notarised and translated into Russian with the indication of the learnt subjects, the total number of hours for each subject and estimations.
To enter master department – original of education certificate
a copy of bachelor diploma or specialist diploma notarised and translated into Russian with the indication of the learnt subjects, the total number of hours for each subject and estimations, original of complete secondary education certificate and a copy of complete secondary education certificate notarised and translated into Russian with the indication of the learnt subjects, the total number of hours for each subject and estimations.
To enter post-graduate department - original of a higher professional education diploma, a copy of a higher professional education diploma notarised and translated into Russian with the indication of the learnt subjects, the total number of hours for each subject and estimations, original of complete secondary education certificate and a copy of complete secondary education certificate notarised and translated into Russian with the indication of the learnt subjects, the total number of hours for each subject and estimations. (Abstract on the scientific research topic and a list of scientific publications, if it exists).
To enter doctoranture – original of a higher professional education diploma, a copy of a higher professional education diploma notarised and translated into Russian with the indication of the learnt subjects, the total number of hours for each subject and estimations, original of Ph.D. degree diploma, a copy of Ph.D. degree diploma notarised and translated into Russian, detailed plan of doctor thesis; the list of scientific publications, creations.
4. Equivalence of education certificates of foreign states to the certificate of education of the Russian Federation given by the Ministry of Education of the Russian Federation;
5. Medical certificates on AIDS and hepatitis inspection issued not earlier than 3 months before the filing of documents and indicating the absence of contraindications for training in PSUPES&T and staying in the Russian Federation.
6. The policy of voluntary health and life insurance valid on the territory of the Russian Federation.
7. Passport copy.
8. The certificate on completion of the government preliminary faculty or the certificate of the Test Center of citizens of foreign countries on the Russian language.
9. 8 photos (photo without any headgear), 4 х 6 size.
10. Migration Card.
11. Foreign citizens residing in States with a visa regime with Russia additionally provide visa with indication of the stay purpose in Russia - «Studies in PSUPES&T» and migration card.
12. Foreign citizens subjected to p.2.1. additionally provide the direction of the Federal Agency for Education of Ministry of Education and Science of Russian Federation.
13. All necessary documents are provided personally.
All translations into Russian language should be implemented on the first and last name, indicated in an entry visa.
14. In a statement university entrant record on familiarization with the license for the right to conduct educational activities and certificate of state accreditation and verified by personal signature of university entrant.
15. University entrant received a receipt about the admission of the documents.

3. Entrance examinations and admission.
3.1. Dates and arrangements for the entrance examinations for foreign citizens are determined by Admission policies of RSUPES&T.
3.2. As the results of entrance exams for students who enter in bachelor and specialty departments and for those who complete preliminary faculty of RSUPES&T are taken into account:
• The results of final examinations in preliminary faculty of RSUPES&T.
3.3. As the results of entrance exams for entering in bachelor and specialty departments are taken into account:
• state test results confirmed by a certificate not lower than the level given by the Test Center of citizens of foreign countries in Russian language
or
• the results of a uniform state exam in Russian language conducted in Russia.
3.4. As the results of entrance exams for entering in master and postgraduate departments are taken into account:
a)
• state test results confirmed by a certificate not lower than the level given by the Test Center of citizens of foreign countries in Russian language
or
• the results of final examinations in preliminary faculty of RSUPES&T
or
• the results of final examinations certified by preliminary faculty ( of pre-university training centers)of other state universities of Russia
and
b)
• the results of the entrance examinations (interview) for foreign citizens who speak Russian.
3.5. Foreign citizens eligible for admission to study at the expense of the federal budget and are the winners of the final stage of the All-Russian student Olympiad are accepted without entrance examinations on specialization according to the direction of All-Russian student
Olympiad.
The results of the winners of the final stage of the All-Russian student Olympiad are recognized as the best results of entrance examinations ( «100» points) on these general subjects for admission to the direction of specialty that do not correspond to the direction of Olympiad (Order of the Ministry of Education and Science of the Russian Federation dated 22 October 2007 . № 285).
3.6. Foreign citizens referred to subparagraph 2.1.a., paragraph 2 of this rules are accepted to the university without entrance examinations according directions of Federal Agency on Education.
3.7. Admission to study are carried out by the order of the rector RSUPES&T under the passing the entrance examinations, the contract on education and paying of tuition fees. Admission to study at the preliminary faculty made without entrance examinations.
3.8. Admission of foreign citizens referred to subparagraphs 2.1.-2.5. paragraph 2 of this Order on the place, funded through the federal budget, performed in the order and time determined by the procedure for admission to higher education.
3.8. Admission of foreign citizens entering under the directions of the Federal Agency on Education, held at a date determined by the Federal Agency on Education.
3.9. Admission of foreign citizens under the contracts on education with the payment by training individuals and (or) legal persons is carried out within the deadline set by the university.
Foreign students studying on a contract basis, are not replaced into place, that are financed from the federal budget.
3.10. Replacement of foreign citizens from other universities in RSUPES&T is not performed.
